Compiled Procedures up to date

Introduction
Checks whether all compiled procedures are up to date or whether there were changes in the meta data thath were not compiled yet.
How does it work?
Queries a list of procedures from the [ws_pro_header] table of the RED repository where the updated-date is after the compiled-date.
